(2) The property of the municipality subject to tax under this municipal ordinance may be disposed of by sale, redemption, or exchange pursuant to the terms and provisions of an exchange purchase program organized by the city treasurer or a designee. (3) For the purposes of this section, all references to an “order or judgment of any court of general jurisdiction” include any order or judgment rendered in the exercise of the police powers of the city, county park commission, or the state park commission, including, but not limited to, court actions or warrants for the arrest of the defendant or other orders granting custody of the defendant.
